With tens of thousands of refugees pushing through Europe it has become apparent that, as NEC-SC pointed out, the Mexican cartels and ISIS are using the refugee crisis as vehicle for moving heroin through Europe to Mexico and ultimately the United States. The street price (hence the availability) of heroin, which has dropped significantly since the refugee crisis began, are indicative of the extent to which the cartels are using and benefiting from the mass movement of refugees through Europe.
